The Division Underground DLC is out today, but there are multiple reports of people being unable to find it despite paying for it.
The official Division Twitter account says Ubisoft is aware of the problem and it has now been fixed on PC, and that players should restart the game.

If you're still having trouble finding it, there are some things you can try. On Xbox One, if you have the Season Pass, you need to unlock the DLC in the in-game store. "Click purchase and the game will detect that you own the season pass."
If you're on PC, you're simply advised to restart the Uplay client if you can't find Underground. On all platforms, if Underground is shown as "offline," you need to make sure you complete the Secure Quarantine Center side mission which is shown on your map.
There are also other known issues Ubisoft is currently working on. There are connectivity issues, as well as extended waiting queues, both of which "are under investigation."
These fresh issues come after multiple problems which surrounded the launch and subsequent major patches for The Division.
