Persona 5: Every Rank and Ability From the Tower Confidant

The Tower is the sixteenth (XVI) tarot arcana and can be unlocked around the end of the second third of the game. The confidant of the Tower social link is Shinya Oda. You must start the request "Winners Don't Use Cheats" and reach the boss to talk to Shinya. Mishima will automatically give you this request on 9/4.

The Tower arcana represents pride before a fall and arrogance, even sometimes symbolizing a coming doom. Though your journey, ranking up the Tower arcana will give you abilities that Joker can use to turn the tide of battle.

Shinya is available most days during the day and can be found in the Gigolo Arcada in Akihabara. Spending time with Shinya will sometimes increase your Kindness social stat.

Dialogue options in this social link do have an effect on how efficiently it progresses. All dialogue options below show the answers that grant points and how many points they grant when you have a Persona of the same arcana with you. If you do not have a Persona of the same arcana, subtract one point to get the total of what you'd get from each answer in most cases.

Upon completing this social link, you will unlock the ability to fuse the ultimate Personal of the Tower arcana: Mada.

Ability	Description
Down Shot*	Allows you to use all rounds to down one enemy.
Bullet Hail	Chance to enter a gun-based All-out Attack after a successful ambush.
Warning Shot	Able to scare enemies in negotiation to make it easier to obtain a Persona.
Ammo Pouch	Increases the maximum number of bullets you can carry.
Cheap Shot	Decreases the total number of bullets used to carry out a Down Shot.
Electric Slug	Increases the damage inflicted by Bullet Hail.
Oda Special	Allows Joker's gun attacks to ignore resistances and hit the enemy.
