Heart Scales are rare items that are used to teach Pokemon moves they may have forgotten, and moves that the Pokemon has yet to learn. To do this, take a Heart Scale and a Pokemon to the Move Relearner inside the Pokemon Center on Mount Lanakila on Ula'ula Island.
The best two ways to get Heart Scales are from fishing for Luvdisc and eating at a restaurant.
EditFishing and Thieving
The Pokemon Luvdisc has a 50 percent chance of holding a Heart Scale. Before you can go fishing for them on Route 9 (where they have a high chance of appearing!) you will of course need the Fishing Rod. You will also need TM46 Thief from Verdant Cavern - Trial Location.
Now, begin a battle with a Luvdisc at the fishing spot on Route 9. Make sure your Pokemon with the move Thief isn't holding anything so that it can successfully steal the item. Use Thief on each Luvdisc, and use an Adrenaline Orb to encourage it to call for help if the first one isn't holding anything. Once your Pokemon has successfully stolen a Heart Scale, run away or knock out the Luvdisc and fish up a new one!
Make sure to put the Heart Scale into your bag before fishing again.
This method is both guaranteed to succeed and very easy to accomplish. Go to the restaurants in Seafolk Village (west of the big tree) on Poni Island or Konikoni City (across from the Pokemon Center) on Akala Island.
You'll receive one Heart Scale for ordering a P500 meal at Seafolk Village, and two Heart Scales for ordering a P1040 meal at Konikoni City.
You can do this as many times as you want a day, and rarely you'll get a special visitor who will pay for your meal and give you double the Heart Scales!
Pokemon sent to adventure at the Haunted House attraction occasionally return with Heart Scales. This isn't very reliable though.
Sometimes you'll find hidden Heart Scales with Stoutland's Search! However, these are finite and don't "respawn," so to speak.
